Site Creation Tutorial

This is a tutorial that explains the process of creating a new CPS site. This tutorial may be useful to someone just starting with CPS, as it contains explanations, as well as instructions.
The creation of Sections and Workspaces, and what they are used for is explained. The creation of Users and Groups is also talked about. Local roles are assigned to sections and workspaces to enable public and private access to sections and workspaces.
